How we coordinate

Our program management is as robust as it is practical. All three partners coordinate at international and at country levels.

ARISE wants to end and prevent child labor in tobacco growing communities. We do this by providing access to education, creating alternative economic opportunities, and advocating for policy change.  In order for the three partners to function in a coordinated and efficient manner, the ARISE Program has established a Program Coordinating Mechanism (PCM) at international and at country levels. 

The PCM is responsible for achieving the aims of the ARISE program, and is composed of three main entities:

  • International Advisory Committee
  • Program Coordinating Team
  • Country Coordinating Committees.

International Advisory Committee

The International Advisory Committee (IAC) is a forum in which all three of the ARISE partners can raise issues and adjust direction, resources, and timing by consensus. There is a maximum of 10 members and it meets once per year.

The responsibilities of the IAC include:

  • coordinate and consolidate program documents and work plans
  • coordinate program monitoring and evaluation plans
  • advise on strategic orientations to execute program work plan and key program indicators
  • review communication and progress reports
  • advise on deliverables
  • share best practices.

Program Coordinating Team

The main role of the Program Coordinating Team (PCT) is to liaise with the International Advisory Committee and the Country Coordinating Committees, with a particular focus on program outcomes. The four member of the team meet and communicates as regularly as is appropriate. 

The responsibilities of the PCT include:

  • coordinate and consolidate program documents and work plans
  • coordinate program monitoring and evaluation plans
  • advise on strategic orientations to execute program work plan and key program indicators
  • review communication and progress reports
  • advise on deliverables
  • share best practices.

Country Coordinating Committee (CCC)

The purpose of the Country Coordinating Committees (CCC) is to facilitate continuous communication and to keep local stakeholders informed about current activities, and to identify additional opportunities for productive collaboration in all of the countries where ARISE operates. They also align implementation strategies to build synergies into the program and identify opportunities. The composition of the CCC aims to be fully representative, each with three members at local level. It meets monthly and depending on specific agendas, it may also be attended by other parties, for example ARISE field officers, other partners colleagues, tripartite constituents (government, employer and worker organizations), local authorities (municipality, district), or members from farmers organizations. The chair is responsible for taking the minutes and circulating them to the Program Coordination Team at headquarter level.

The responsibilities of the CCC include:

  • plan and adjust program activities
  • ensure ongoing coordination for the execution of the work plan
  • coordinate program monitoring activities
  • ensure full engagement of national tripartite constituents and other appropriate stakeholders 
  • align the program with existing national child labor plans
  • provide technical support as needed.

Codes of Conduct

ARISE is a partnership of three different organizations and as such each employee must abide by the Code of Conduct of his or her own employing organization.

ARISE aims to end child labor in communities where JTI sources tobacco leaf. We work with those directly affected and with others who have the power to change things. Our initiatives are developed and delivered in collaboration with tobacco-growing communities, social partners and governments.
